Greenville provides update on Rhett Street infrastructure work

Stormwater and sewer improvements along Rhett Street in Greenville’s West End neighborhood have been ongoing for the past two years. 

The $4.5 million project aims to address flooding issues on the roadway and replace 100-year-old infrastructure to improve sewer capacity. It will also enhance the layout, accessibility, parking and traffic safety along Rhett Street. 

Residents and business owners near the construction received an update on the project’s progression and next steps during a public meeting on June 25. 

Lucas Bryson, an assistant city environmental engineer, explained that the project experienced a significant setback when granite rock was discovered in early 2024, starting at the Wardlaw Street intersection. Since then, approximately 720 cubic yards of rock have been removed through hammering other techniques.

“It’s taken over a year to get through that rock,” Bryson said.

Clint Link, the city’s engineering services director, said they have successfully removed rock over the last month using a new low-intensity, low-vibration blasting method. Blasting will occur from 11 a.m. to 3:30 p.m. on weekdays starting June 30.

The remaining infrastructure work needed to be completed includes:

  • Remove 500 cubic yards of rock
  • Install 600 linear feet of sewer line along Rhett Street from Ferguson Street to North Markley Street 
  • Install 1,500 linear feet of stormwater pipe on Crook Street, Logan Street, Ferguson Street and Rhett Street

Workers are currently removing rock along Ferguson Street in preparation for stormwater pipe installation. Rock was also found underneath the railroad that crosses Rhett Street. According to the city, this discovery has caused further construction delays and added expenses. 

The city will now need to jack-and-bore 120 linear feet of stormwater and sewer pipe under the railroad, pending approval from Norfolk Southern. This method involves drilling and installing pipes horizontally not to disturb the ground surface. 

Bryson said they hope to get approval from the railroad company by September. If this occurs, construction is anticipated to be completed in December 2025.

  • June: Continue rock removal
  • September: Jack and bore under railroad
  • October: Install storm drain from Crook Street to N. Markley Street
  • November: Finish sewer/storm drain work and begin road regrading
  • December: Final road resurfacing

Funding breakdown

Engineering design: $251,300

Total project cost: $4,470,917

The project is being funded with the city’s wastewater funds, stormwater funds and some general funds.

Completed work to date

The city of Greenville has been working to replace the stormwater and sewer infrastructure along Rhett Street for the past two years. Here is what has been completed so far:

  • 987 linear feet of sewer line
  • 11 sewer services reconnected
  • 9 new manholes installed
  • 720 cubic yards of rock removed
