
Fountain Inn development impact fees move forward: City Council notes

Initial approval: Development impact fee ordinance
Council unanimously approved the first of two readings of an ordinance imposing development-impact fees on new construction within the city as a means of offsetting higher demands on services due to growth.
The move follows months of work evaluating how the fees would be used to cover the costs of providing services and the capital improvements needed to meet growing demand.
As explained by City Administrator Shawn Bell, the ordinance contains three separate impact fees for fire service, parks and recreation, and police.
Impact fees would only be assessed on new construction and would be paid at the time a project obtains a building permit.
Bell said new industrial and commercial projects would not be subject to the parks and recreation fee, but single family and multifamily residential projects would be subject to all three impact fees.
The total maximum of all three impact fees assessed for each type of residential construction breaks down as follows:
- Single-family residential: $3,137
- Multifamily residential: $2,678 per unit
The total maximum of the fire and police impact fees for nonresidential construction per 1,000 square feet of space breaks down as follows:
- Industrial: $576
- Commercial/retail: $2,889
- Office: $1,282
- Institutional: $1,763
Bell said the fees are expected to generate about $14.5 million over 10 years and can be used only for projects identified in the city’s capital improvement plan and not for routine operational expenses.
The ordinance will come up for second reading at the council’s June meeting.
