Here’s a recap of the June 25 Greenville County Planning Commission meeting.

Text amendments for future Paris Mountain developments

A proposed text amendment was brought before the commission to amend Article 8, Section 8:5.1  of the Greenville County zoning ordinance, which makes reference to the environmental nature of Paris Mountain. Zoning for the area is (ESD-PM) Environmentally Sensitive District – Paris Mountain.

The application would alter the language of the ordinance to better reflect its purpose in protecting the mountain from structures, easements or access that may impact it. It was approved unanimously.

A similar amendment was brought to commission in April and approved. It went on to County Council in June and was met with approval. Another amendment will be brought before the commission in July. The efforts are part of a “little at a time” effort to clarify permitted uses on Paris Mountain.

Other rezoning matters

  • Rezoning of 5.241 acres located at 280 Rock Road between Greer and Five Forks from a (R-S) Residential Suburban District and (PD) Planned Development District to (AG) an Agricultural Preservation District. Denied unanimously. 
  • Rezoning of 1.48 acres located at 593 Old Hunts Bridge Road between Dacusville and Travelers Rest from (S-1) Services District R-S. Approved, unanimously. The intended future land use is a suburban edge.
  • Rezoning of 2.98 acres located at 20 Old Augusta Road Ext. and Augusta Road in the Pleasant Valley neighborhood from (C-1) Commercial District and (C-2) Commercial District to S-1. Approved, unanimously. The intended future land use is a mixed employment center.
  • Rezoning of 121.7 acres located at Old Bramlett Road in the Parker neighborhood from (FRD) Flexible Review District to (FRD-MC) Flexible Review District – Major Change and R-MA, Multifamily Residential District. Approved, unanimously. The intended future land use is a mixed employment center.

Other proposed subdivisions

  • Rock Springs is a proposed subdivision planned for 21 lots on 11.42 acres yielding a density of 1.84 dwellings per acre. The site proposed in located near the intersection of Stallings and Reid School roads near Taylors. Members of the community spoke in opposition, citing environmental concerns. The commission ultimately denied the application 6-3 due to a poor cluster design and inadequate open space. 
  • Rosemont Gardens is a proposed conservation subdivision planned for 41 acres divided into 122 lots yielding a density of 2.97 dwellings per acre. The site is located near Bessie Road and Woodmont School Road east of Piedmont. No one spoke in opposition to the project. The application was approved unanimously. The application also came with two variances for buffer and secondary access, both of which were approved.
  • St. Albans Grove is a proposed subdivision planned for 20.26 acres divided into 25 lots yielding a density of 1.23 dwellings per acre. The site is located near Standing Springs Road and St. Albans School Road south of Conestee and Interstate 185. Members of the community spoke in opposition due to the proposed density and lack of open space. The site’s engineer did appear in support. The commission ultimately sided with the developer and it was approved 6-3.
  • Harbour Chase is a proposed subdivision planned for 112.03 acres divided into 85 lots yielding a density of 0.76 dwellings per acre. The site is located near the intersection of S.C. Highway 418 and Fairview Road west of Fountain Inn. Members of the community spoke in opposition, citing overcrowding of the area in relation to septic concerns. The site’s current owner and the developer did appear in support. The commission ultimately sided with the developer and it was approved, 9-1. 
  • Reedy Grove is a proposed subdivision planned for 44.58 acres divided into 95 lots yielding a density of 2.13 dwellings per acre. The site is located near Emily Lane and Old Gunter Road east of Golden Grove. No one spoke in opposition. It was approved unanimously with the condition of adding walking trails.
  • Acadia Phase IV is a proposed subdivision planned for 27.81 acres divided into 65 lots yielding a density of 2.34 dwellings per acre. The site is located near the intersection of Forever Lane and Sargent Drive in Golden Grove near Piedmont. No one spoke in opposition although the developer did speak in support, clarifying that the development will total 64 lots with one lot set aside for amenities. It was approved unanimously.
  • Marion Square is a proposed subdivision planned for 30.48 acres divided into 156 lots yielding a density of 5.12 dwellings per acre. The site is located near the intersection of West Marion Road and Emile Street in City View. No one spoke in opposition. It was unanimously approved. The site was previously approved but was brought back to update the plat. A parcel on the property was initially submitted to include a pool but will now be an open space park.
  • Hartness Village Center is a proposed addition to the existing Hartness development east of Greenville along S.C. Highway 14. Plans for the development call for 7.08 aces divided into 69 lots for a total density of about 9.74 dwellings per acre with additional commercial parcels. No one spoke against this application and the commission unanimously approved the application.

Variances

  • An application was submitted for a screening/buffer variance at the Travelers Taproom site at 624 Poinsett Hwy. just south of Travelers Rest: Approved.
  • An application was submitted for an HVAC screening variance to a public storage site at 290 Rocky Creek Road: Approved

Motion to reconsider

  • There was a motion to reconsider denial of Logan Reserve, a subdivision reviewed in May. The reconsideration was approved 6-2 and will be heard during the July meeting with the condition that the public is notified again.
