Greenville County OKs library budget, introduces FY25-26 budget: County Council notes

Approved: Final reading of library budget
Council voted 8-4 to approve third and final reading of a budget ordinance for the Greenville County Library System of $25.96 million for fiscal year 2025-2026.
The move came after numerous calls to restore the budget to the amount initially proposed by library administrators during an extended public comment session at the beginning of the meeting.
Several council members also urged restoring the library budget, which included higher pay increases for library staff than the budget the library board authorized to send to County Council.
Introduced: FY 2025-26 county budget
Council introduced at first reading an ordinance for a proposed $488.5 million budget for fiscal year 2025-2026 that, among other things, would increase funding for road maintenance by increasing the percentage of revenue the county receives from fee-in-lieu-of-tax agreements.
The proposal created alarm among the other entities the county shares such payments with, including fire districts and Greenville County Schools, particularly since many of those entities have already passed budgets based on the existing formula.
Following considerable pushback from the school district and concerns from some smaller fire districts the reductions would have an outsized impact on their budgets, county administration proposed a phased approach to the fee adjustments during a council budget workshop May 19.
The exact numbers in the new formula are still being worked out and are expected to be discussed during second reading, when amendments are likely to be introduced, during council’s June 3 meeting. That meeting will also include a public hearing on the budget proposal.
Approved: Second reading of Paris Mountain zoning amendment
Council unanimously approved second reading of an ordinance amending county zoning code regarding the Environmentally Sensitive District — Paris Mountain.
The move strikes a section of the ESD-PM language considered to be a loophole that could allow development on Paris Mountain. Specifically, the measure would eliminate a section that would allow a property to be developed if such a project could provide vehicular access to the development without using Altamont Road.
