Initial approval: $43.1M budget

Council approved the city’s more than $43.1 million operational budget for the 2025-26 fiscal year, which includes no tax increase and a 2% cost-of-living pay increase and a 3% merit pool for all existing city staff.

Other budget highlights include:

  • $1.1 million in capital equipment, including police vehicles and fire department equipment
  • $400,000 for resurfacing of city-owned roads
  • $255,500 for the construction and improvement of trails and sidewalks
  • $1.1 million in debt retirement

This item will go before the City Council for initial approval June 16.

Final approval: Zoning ordinance for child care

Council approved a zoning ordinance to allow religious institutions in residential districts to offer child care, preschool and after-school activities.

Under the updated ordinance, religious institutions may offer child care. Each facility will need to have at least a two-acre property, establish provisions to accommodate all drop-off and pick-up activities to ensure a safe route from motor vehicles to the building’s entrance, provide parking facilities, and comply with state laws regarding licensing, requirements for the administration and management of child care operations, ratios for staffing, sanitation and safety requirements, program requirements and space requirements.

The city previously placed preschools in the child day care center category, and child care centers are primarily allowed in the city’s nonresidential districts. If a facility was in a residential district, the city only allowed the business to enroll up to 16 children.

Final approval: Zoning update for wine, liquor stores

Council approved a zoning amendment to clarify the separation requirement between packaged alcoholic beverage stores and residences. Following its approval, the ordinance follows state law to require that wine and liquor stores not be located within 300 feet of any church, school or playground within a municipality.
