Heddle Hill rezoning denied: Greenville County Planning Commission notes

Here’s a recap of the May 28 Greenville County Planning Commission meeting.

Denied rezoning: Heddle Hill

A rezoning application came before the commission concerning the Heddle Hill project for craftsmen and artisans. The project would primarily be a workspace with a residential component. The application initially submitted included a 600-residential-unit proposal and was most recently discussed during a May 20 County Council meeting.

The applicant, Nathan Kirkman, said the unit count was reduced by 25% to 450 units following the May 20 meeting. There was some back-and-forth regarding approval of the rezoning, with some commission members feeling its approval would be beneficial to the area northeast of the North Main neighborhood.

The application called for the rezoning of 50.049 acres located at 1801 Rutherford Road from an I-1 Industrial District and S-1 Services District to PD. Despite positive sentiment from a few commissioners it was denied, 5-4. 

Denied subdivision: Logan Reserve

Logan Reserve is a proposed cluster subdivision with 100 lots on 37.26 acres yielding a density of about 2.7 dwellings per acre. The site is located at the corner of Devenger Road and Connecticut Drive near the Woodberry community.

Members of the community spoke in opposition, raising concerns of existing traffic and speeding along its proposed entrance at Devenger Road. Additional matters raised included possible overcrowding in schools, and flooding. The project did have the support of Edwards Road Baptist Church, which previously owned a portion of the property.

The commission ultimately denied the application 6-3.

Other proposed subdivisions

  • Brown Haven Pointe is a proposed subdivision planned for 23 lots on 5.25 acres yielding a density of about 4.39 dwellings per acre. The site proposed in located near Overlook and Cambridge drives in Gantt. No one spoke in opposition although the site’s engineer did appear in support. It was denied 6-3, with most of the commissioners feeling the plat did not allot sufficient open-space areas.
  • Monarch Meadows is a proposed subdivision located south of Greenville at the corner of Garrison and Reedy Fork roads. Plans call for 38 lots on 38.72 acres for a density of just over one dwelling per acre. Members of the community spoke out in opposition of development with concerns of overpopulation. The commission recommended approval, 5-4.
  •  Walton Estates is a proposed subdivision south of Greenville at the corner of Garrison and Reedy Fork roads. Plans call for 22 lots on 68.72 acres for a total density of about one unit per three acres. The application was denied during the April meeting and submitted for reconsideration. The commission did not vote on subdivision but on whether they made a mistake in its previous denial. The commission denied reconsideration 6-3.

Rezoning matters

  • Rezoning of 1.9 acres located at 317 Rocky Creek Road southwest of Simpsonville from a PD Planned Development District to an R-RS Residential Suburban District. Approved unanimously. The intended future land use is a suburban neighborhood.
  • Rezoning of 13.65 acres located at 2726 Fork Shoals Road between Piedmont and Simpsonville from R-S to an S-1 Services District. Approved, unanimously. The intended future land use is rural living with the intent of establishing boat and recreation vehicle storage.
  • Rezoning of 9.005 acres located at 210 Earle Drive and Larry Court south of the Parker neighborhood in Greenville from R-M20 Multifamily Residential District to an AG Agricultural Preservation District. Denied, unanimously. The intended future land use industrial with a designation for traditional neighborhood.

The commissioners also elected a chair and vice chair for 2025-26. Steven Bichel was re-elected as chairman and Deborah Manning was chosen as vice chair.
